I am an Associate Professor in the Department of Preventive Medicine and Biostatistics at the Uniformed Services University of the Health Sciences (USU), School of Medicine - "America's Medical School".  I earned my PhD in Health Policy and Health Economics at the University of North Carolina, Chapel Hill in 2007 and was a National Institute of Mental Health Post-Doctoral Fellow of Mental Health Economics at the University of California, Berkeley. Before I joined the faculty at USU in 2020, I was an Associate Professor of Health Management and Policy at the College of Public Health and Human Sciences, Oregon State University (OSU), where he held joint appointments with School of Public Policy, and Department of Applied Economics.

My research program focuses on: mental and behavioral health policy, health care system innovation, and health insurance. As a health economist and applied econometrician, I have a strong background in health econometrics and statistical methodology–including quasi-experimental analysis, causal inference, analysis of big health care claims data, record linkage, and analysis of complex survey data. I teaches courses on U.S. health policy, health economics, quantitative research methods, applied health econometrics, cost-effectiveness analysis, and econometric evaluation of health care policies and programs.
